July 1, 2026 — The People Placed the Record Before the Nation : Rebuttals remain open until July 8, 2026, at 12:01 a.m. After that time, the record moves forward into the consequence and civil/criminal penalty phase.

On July 1, 2026, the People brought the final chapter of the Toll and Roll™ Delegation’s public record to completion.

Please click the link at the top left titled “The National People’s Great Grand Jury – You Are the People!” to access the information, proceeding materials, and public notice caused to be delivered to the Legislative Branch of the United States, including the United States Senate and the United States House of Representatives.

The Toll and Roll™ Delegation extends deep gratitude to every person who gave time, testimony, evidence, resources, courage, prayers, and sacrifice to this journey. We honor those who stood, those who endured, and those who gave their lives along the way.

The Facebook page will now be used for updates only. The People have done their job. The Toll and Roll™ Delegation has done its job. Now the law team must do theirs.

To Tom Kibler and Stephen Phillips, who began this Convoy with them.

And to a very special man, Matt Skarlatos, our first boots on the ground in D.C. The man who was instrumental with Billie putting the binders together, walking by her side from day one of the D.C. journey!

Then we have the Delegates who have come forward to help, Darla Goulla and Rod Class who are both still active behind the scenes.

And, those no longer working with the core team, forever part of the teamwork; Tammy Rief-Hogan a mother who doesn’t stop in the search for justice for her internationally kidnapped son – Jonah Rief. Then we have Irene Reichenbach who stepped up in January 2026 and walked the halls of Congress with Billie and Tom, and then Kirk Pendergrass (he was working with Chris H during the time our Petition of Remonstrance was written) entered to assist in D.C. as John also arrived with his wife to help. And then a final thank you to; Kristopher Pinkerton who passed through the convoy and Shawna Gentry who also shared the journey. We have had the most amazing Delegates who believed in our mission and the people enough to step in and up to do the work.

And, a very special thank you to Valerie Naif, Lori Cole (RIP) and Chris Hallett (RIP) for writing the Petition of Remonstrance that is the foundation of the last 8 years leading up to this day, and to all the people, the WHISTLEBLOWER’S, victims, advocates who helped get the POR across the country and into all the states/40 ratified/600 agencies and departments/3 Presidential administrations, and even the people who have no idea how much they have participated through their own work that has taught so many others along the way.

On May 1 Kathleen Hebert and Co-founder Billie spoke. Kathleen leads the mission for state level and local assemblies and grand juries of the people. She and Billie created the foundation of The National People’s Great Grand Jury. On July 1, 2026 the event was held, and a new day has dawned – the Son is shining and the people have spoken. As the Toll and Roll TM Convoy parks the bus, we have a different woman at the helm. Now, John, Tom, Rod, Darla and Billie have someone who walked in to help finish the business of the people.

Enter, Michaele Walker. She has entered to relieve Billie of the hardest roll she has played other than being a mother. Michaele gave her leadership, her vocals and knowing to the event July 1, and now she is the leader to work the magic that matters as she takes this mission and the soul equity we all have fought to protect, to the next rhelm, the remedy due. A team doing the business of the people, as it was to be.

So, buckle in and be ready for updates. We are not accepting any further paperwork, affidavits or testimony at this time. Any filing, claim or notice you have handed any office/Politician/agency is in the system and we took you with us, regardless of whether or not you did the affidavits requested.

The Delegation has you and going forward the public work ends, the private negotiations and methodic means and measures become the last piece of the puzzle, “The People” are the winning horse, the dark matter should never have bet against them.

In the words of Bryan Kaye of Orange County CA, a man who gave his testimony on July 1 and always says, “Happy Day and Thank you!”
